Soil Erosion & Sediment Control Programs (SESC)

From new bridges to airport runways, rezoned land to construction sites, land restoration to streambank stabilization, the Kane-DuPage Soil and Water Conservation District reviews stormwater pollution prevention plans, inspect sites, identifies areas for improved soil containment and comes back to make sure the work is done right.

SESC Overview

Kane DuPage SWCD works in partnership with the Army Corps of Engineers (USACE), the Illinois Environmental Protection Agency (IEPA) and through memorandum of understandings (MOUs) with the municipalities of: Aurora, North Aurora, Batavia and Elburn to ensure compliance with the Clean Water Act and NPDES permit requirements. Our Soil Erosion and Sediment Control (SESC) program includes:
  • Reviewing soil erosion and sediment control plans to ensure effectiveness of best management practices and to verify the plans meet technical standards.
  • Attending pre-construction meetings to specify expectations for all parties involved
  • Performing regular site inspections to ensure compliance is maintained throughout the life of the project.
  • Reporting on project status, maintenance items and needed corrective actions.
  • Conducting site meetings with representatives to address correctional action required following any incidence of non-compliance
  • Assessing final stabilization as required by USACE or IEPA.
  • Facilitating educational opportunities for contractors, municipal staff and members of the public on topics including soil erosion and sediment control

IEPA Construction Site Inspections

Kane DuPage SWCD works in partnership with the Illinois Environmental Protection Agency (IEPA) to ensure compliance with NPDES permit requirements. As a part of our agreement with IEPA, KDSWCD staff performs random inspection through Kane and DuPage County on active construction sites to ensure the project is compliant with the Storm Water Pollution Prevention Plan (SWPPP) specifications. As part of our agreement with IEPA, KDSWCD offers an annual seminar targeted at MS4 staff and contractors on topics including soil erosion and sediment control.

Illinois Urban Manual (IUM)

KDSWCD uses the Illinois Urban Manual (IUM) as a technical reference for plan reviews and site inspections. 
This manual is intended for use as a technical reference by developers, planners, engineers, government officials and others involved in land use planning, building site development, and natural resource conservation in rural and urban communities and developing areas.
